Configure Log to Mimic Earthworm

Description

We should send EWFE logs to the earthwork log directory, by default, and this should be configurable. Not sure what happens at the moment - suspect it just picks up ini files from the source directories and uses stdout.

For the EWFE server this should definitely be the case, and it can find the log dir via the EW_LOG env var. However, for the client, there may be no EW_LOG env var set at all so it will probably require a config option.
